Candidates for regular membership should meet any one of the following requirement sets.
Criteria A — Standing, research activity, H-index, and category requirements
- Be an active associate member of good standing for at least one (1) year from the date of approval.
- Be actively engaged in research/original design/creative work for the past three (3) years. The nominee must present a certification of research undertaking signed by the head or supervisor of the agency where they are connected.
- Must have an H-index of at least 4, or an equivalent metric for the Arts and Humanities.
- Must meet the following set of requirements, as appropriate, after having been approved as an Associate Member:
Physical and Natural Sciences
- Principal author of two (2), or co-author of four (4), ISI- or Scopus-indexed scientific articles; or
- Author of two (2) agency-approved service manuals certified by the concerned institute or agency; or
- Two (2) new inventions produced (owner or co-owner, with certificate of registration) from the relevant agency.
Engineering
- Principal author of two (2), or co-author of four (4), ISI- or Scopus-indexed scientific articles; or
- Author of two (2) agency-approved service manuals certified by the concerned institute or agency; or
- One (1) patented invention; or
- Two (2) utility models granted with copyright certificate.
Arts and Humanities
Proof of research output as:
1. Publication
- Author of at least three (3) critical studies published in a refereed journal; or
- Author of a monograph; or
- Author of a book of critical studies / book of creative works.
2. Performance / Choreography / Direction
- Two (2) solo performances, or main actor in two (2) dramatic presentations; or
- Choreographer of at least four (4) dance performances; or
- Director/Producer of at least two (2) plays or one (1) film; or
- Director/Main Performer in a concert or recital; and
- Certification by a third-party certifying body.*
3. Design / Exhibition
- Designer or architect of an innovative building/urban structure with working drawings featured in architecture magazines; or
- Designer of at least two (2) innovative industrial products; or
- Solo artist with at least two (2) exhibitions in a recognized gallery or museum; and
- Certification by a third-party certifying body.*
* The third-party certifying body must be a recognized critic (e.g., for film), academician (with expertise in the field), thesis adviser, recognized body (e.g., NCCA, Palanca board of judges), and/or nationally acclaimed expert in the area (e.g., Magsaysay awardee, Palanca awardee).
Social Sciences
- Principal author of two (2), or co-author of four (4), scientific refereed publications; or
- Principal author of two (2), or co-author of four (4), publications in refereed proceedings; or
- Author or co-author of two (2) textbooks at any level, with copyright and ISBN.
Criteria B — Waiver for outstanding award recipients
- In exceptional cases, and upon recommendation of the division concerned, all of the above requirements are waived for an associate member who wins an outstanding research/original design/creative work award from a prestigious international or national award-giving body, as approved by the Governing Board.
- The recommendee must have an H-index of at least 4, or an equivalent metric for the Arts and Humanities.
Special Provision
The President is authorized to approve applications for regular membership of Outstanding Young Scientists, Academicians and National Scientists of the National Academy of Science and Technology, National Artists of the National Commission for Culture and the Arts, university scientists, active members of the Scientific Career System, and recipients of the Balik Scientist Program (medium- and long-term engagements) and the Commission on Higher Education (CHED) Republica Award.

- Filipino citizen active in R&D work, either residing in the Philippines or abroad.1
- Must be at least a baccalaureate degree holder.
- Must meet the following requirements by category (scientific accomplishments completed in the last five (5) years):
2.1 Physical and Natural Sciences
- At least two (2) peer-reviewed research publications, with one as principal authorship2 in a reputable journal3; or
- Author of one (1) unpublished service manual certified by the concerned institute or agency; or
- Owner or co-owner of one (1) invention with certificate of registration issued by an authorized agency.
2.2 Engineering
- At least two (2) peer-reviewed research publications, with one as principal authorship2 in a reputable journal3; or
- One (1) patented invention; or
- Author of one (1) unpublished service manual certified by the concerned institute or agency; or
- Two (2) utility models (one as principal inventor, one as co-inventor) with copyright certificate issued by an authorized agency.
2.3 Arts and Humanities
- At least two (2) peer-reviewed published critical studies, with one as principal authorship; or
- Principal author of one (1), or co-author of two (2), comprehensive critical study published as a monograph, certified by a third-party certifying body4 based on category (e.g., film, music, theater, literary work); or
- A comprehensive poetics or critical theory accompanying a body of creative works or arts, certified by the NCCA.
2.4 Social Sciences
- At least two (2) peer-reviewed research publications, with one as principal authorship2 in a reputable journal3; or
- Two (2) full-paper publications in refereed, scientifically indexed proceedings; or
- Principal author of one (1), or co-author of two (2), textbooks at any level, with copyright and ISBN.
- Be actively engaged in research and development or design/creative work in the past three (3) years (aside from research thesis), accompanied by the following proofs:
- Certification of Research Involvement, using the NRCP-prescribed template, certified by the head of the agency/research director/dean where the applicant is affiliated, or head of the previous institution where the research was conducted in the last three (3) years. The certification must list the titles of completed and/or ongoing research; and
- Abstracts of research completed in the last three (3) years and/or a progress report of any ongoing research, including objectives and accomplishments.
- Enrollment in a recognized web-issuing H-index rating (e.g., Google Scholar or Scopus) or an equivalent metric recommended by the Division and approved by the Governing Board.
Criteria C — Alternate route for applicants aged 60–70
- Must be 60 to 70 years old.
- With master's or doctoral degree.
- Proof of scientific accomplishments in the last 10 years (e.g., senior/corresponding author of two (2), or co-author of four (4), scientific publications in refereed journals; or two (2) patented inventions or four (4) utility models).
- For Filipino researchers based abroad, research accomplishments must include those conducted in the Philippines, or collaborative work with Filipinos, or research that benefits the Philippines.
- Principal authorship refers to the person who contributed most to the work. The DOI of the publication is required; the secretariat may query the corresponding author for clarification, copy furnished the Division Chair.
- Reputable research publications/journals are determined by the division's list of reputable journals and/or the decision of the Division Chair.
- The third-party certifying body must be a recognized critic (e.g., for film), academician (with expertise in the field), thesis adviser, recognized body (e.g., NCCA, Palanca board of judges), and/or nationally acclaimed expert in the area (e.g., Magsaysay awardee, Palanca awardee).
