The National Research Council of the Philippines is in search of personnel for the following contract of service positions under the Research Development Management Division – NRCP Science and Technology Experts’ Pool (NSTEP) Project:

Science Research Specialist II, SG- 16/ Php42,127.20

Minimum Qualification Standards:

Education: Bachelor’s degree  relevant to the job
Experience: At least two (2) years of relevant experience in project/program management, finance and clerical/secretariat related matters
Training: At least eight (8) hours of relevant training attended
Preference: Excellent in interpersonal, communication, coordination, and technical writing skills. Result-oriented, analytical, resourceful and can work with minimum supervision Knowledgeable in other computer office applications (presentation preparation, spread sheets, MS word)

Duties and Responsibilities:

  1. Coordinate with the NSTEP regional clusters in Visayas and Mindanao, and the DOST Regional offices in the call for proposals under the NSTEP small R&D grants;
  2. Assist project proponents in crafting research proposals for submission under the NSTEP small R&D grants;
  3. Conduct preliminary evaluation and processing of research proposals and related documents submitted by the proponent/s through the NSTEP regional clusters;
  4. Facilitate proposals endorsed by the NSTEP regional clusters for approval of the Governing Board
  5. Facilitate and coordinate project implementation, monitoring and evaluation of NSTEP small R&D grants;
  6. Ensure compliance of proponents with regard to submission and completion of required documents and conformance to NRCP Policies and Guidelines and DOST GIA Guidelines;
  7. Facilitate and coordinate online or onsite visit pre-implementation and monitoring meetings;
  8. Provide technical assistance to the project leaders to ensure implementation is in accordance with DOST and NRCP and other pertinent guidelines and financial strictly in compliance with DBM and COA Auditing Rules and Regulations
  9. Facilitate processing of project/s requests (realignment, extension);
  10. Prepare assessment reports of on-going and completed projects;
  11. Submit regularly status reports of projects to the REMS head and RDMD Chief;
  12. Maintain records and database of projects and proposals; and
  13. Perform other duties as may be assigned from time to time.
