DOST-NRCP congratulates DR. EMIL Q. Javier, NRCP Member (Division VI - Agriculture and Forestry) on his conferment of the Order of National Scientist by President Rodrigo Roa Duterte cat the President’s Hall in Malacañan Palace on January 7, 2020.

Dr. Javier was named National Scientist of the Philippines by virtue of Proclamation No. 781 signed by President Rodrigo R. Duterte on 2 August 2019.

“The work of Emil Q. Javier, Ph.D., in the field of agriculture, through spearheading the Institute of Plant Breeding, UP Los Baños, which popularized high-yielding crops and disease-resistant varieties in the country and in Asia, evinces his outstanding contributions to the progress of science and technology in the Philippines and the world,” the Proclamation cited.

The Presidential proclamation further states that Dr. Javier played an active role in the efforts to inform the public about the nature of science and its potential to improve people’s access to food and health, and to emphasize the need for high safety standards in both research and production of bio technical innovations."

“Dr. Javier is a scientist who has a great influence, especially in how we should view and understand the world. However, he did not use his influence for fame, power, nor money. Instead, he used his knowledge and focused his studies to cater those who really are in need and those who need help,” Department of Science and Technology (DOST-Philippines) Secretary Fortunato de la Peña said.

The title Order of National Scientists is the highest honor conferred by the President of the Philippines to a Filipino with outstanding achievements in science and technology. Dr. Javier is NRCP member of the Division VI - Agriculture and Forestry since 1976.
