NRCP and Philippine Air Force (PAF) held its virtual engagement closing ceremony last September 3, 2021 via online.


The RDLead engagement at the Philippine Air Force (PAF) Air Education Training Doctrine Command (PAF AETDC) and Aviation Leadership Nexus (PAF ALEN) held its virtual closing ceremony last September 3, 2021 following the completion of the 6-month engagement with their RD Leader – Dr. Franco G. Teves of the Mindanao State University (MSU) - Iligan Institute of Technology.

Dr. Teves led PAF ALEN and PAF AETDC commissioned officers/personnel and civilian staff in the delivery of various outputs aimed at enhancing the PAF’s research capacities. The engagement enabled the PAF team to develop 4 full blown research proposals, 2 of which were submitted to the NRCP for possible funding. The proposals were aligned to to the ATIN program on inclusive nation-building under the National Integrated Basic Research Agenda (NIBRA).

Dr. Teves also conducted research readiness assessment of the PAF and assisted in the development of PAF ALEN and PAF AETDC research roadmap. In addition to these, Dr. Teves also trained 22 PAF personnel on Biosafety and Biosecurity, for which a certificate was awarded to them by the National Training Center for Biosafety and Biosecurity.

According to the report of Dr. Teves, aside from the comprehensive lectures and workshops on the research process, writing and publication skills, descriptive and inferential statistics, requirements for setting up a dynamic R&D unit, R&D agenda setting and roadmap planning, training needs assessment and analysis, the training syllabus is uniquely designed for the defense and security sector. R&D topics on biosafety and biosecurity, biowarfare and biodefense, cybersecurity, border security, protection of the defense and security personnel during outbreaks/epidemics/pandemics, applications of futures thinking, foresight and scenario planning, have been incorporated in the trainings.

Dr. Teves is a certified biosafety/biorisk officer. At present he is the MSU-IIT Vice Chancellor for Academic Affairs. He is a former Chair of the NRCP Mindanao Regional Cluster  which started the NRCP-funded comprehensive study of Lake Lanao.

In the messages delivered by the LTC Isagani Quiming and Maj. Ross Mar Villareal, Commanding Officer, PAF ALEN and Executive Officer, PAF ALEN, respectively, they said that RDLead program is a game changer as it introduced the PAF to the research and science community of practice.
