Dr. Padilla has been teaching for 34 years at the U.P. College of Veterinary Medicine starting as an Instructor in 1978 and currently a Professor at the Department of Veterinary Paraclinical Sciences of the College. She got her DVM degree at U.P. Diliman, MPH and DrPH degrees at U.P. Manila and her Diploma in Preventive Veterinary Medicine at the Royal Veterinary and Agricultural University (now Copenhagen University), Denmark. She has published 18 papers in peer-reviewed journals, presented a total of 27 papers and three posters in scientific conferences, one of the editors of the book “Annotated Bibliography in Philippine Diversity: Animal Diseases Prevention and Control (Agrobiodiversity) 1950-1998”, a chapter co-author in the book “A Century of Veterinary Medicine in the Philippines 1898-1998”, a chapter author in the “Applied Veterinary Epidemiology Training Manual” for local unit government veterinarians, and presently a technical editor of two peer-reviewed scientific journals namely the ISI-based The Philippine Journal of Veterinary Medicine and the NRCP Research Journal. Dr. Padilla was a recipient of a textbook writing grant in Veterinary Epidemiology and four professorial chair lectures, the latest of which was the 2012 Centennial Professorial Chair lecture on the “Role of the College of Veterinary Medicine in Strengthening the National Food Control System” shared with two other colleagues.

Among her significant academic achievements is the institution of the Master in Veterinary Epidemiology and the five courses under it, approved during the 1282nd BOR Meeting last September 20, 2012. The said academic program will start summer of 2013. She also co-proposed the institution of VMED 195 (Research Methods in Veterinary Medicine) in 2003, a core course in the Revised MS (Vet Med) degree program and a required course in the DVM undergraduate program.

In the area of outreach and public engagement, she (1) educated children on rabies menace, dog bite prevention and responsible pet ownership under the NRCP outreach program;(2)conducted 15 lectures on varied topics in seminars for diverse stakeholder groups such as animal health professionals, children, farmers, fisheries technicians, meat inspectors and meat officers), (3) assisted the review of Lipa City’s Veterinary Drug Residue Project, (4) assisted in the 2 formulation of the Department of Health Standards and Guidelines on Laboratory Biosafety and Biosecurity, (5) provided technical advice to the National Meat Inspection Service on ELISA detection of chlorampenicol residues in meat samples and on risk assessment of frozen meat products; (6) with a team, conducted investigation of diseases that reached national prominence such as the mysterious deaths of carabaos in Northern Samar in 1994, equine influenza epidemic in race track horses in 1997 and the sudden deaths of false killer whales at Ocean Adventures, Subic, Olongapo several years ago; (7) sits as representative of the College in the National Advisory Committee for Animal Disease Control and Emergency (NAC-ADCE) & the National Fisheries Advisory Council (NAFC) of the Department of Agriculture; (8) sits as representative of the Philippine Society of Animal Science at the Sub-committee on Residues of Veterinary Drugs in Food (SCRVDF), National Codex Organization-Technical Committee (NCO-TC) of the Department of Health; and (7) appreciated by the concerned agencies for her support of the programs/projects of the Department of Education and Culture, Division of Laguna, Bay District and the UPLB Ugnayan sa Pahinungod program.
